Cllr Phil Heath, who is the cur- rent deputy mayor, was due to take the figurehead role in May as the most senior member of the borough council. But he lost a controversial vote to decide whether he should become mayor at a crunch meeting of councillors on Tuesday last week. Never far from controversy, Cllr Heath left the Tories last year after an argument with a party worker and formed Basingstoke First Community Party with wife Christine, who also sits on the council. But a number of complaints have been made against him and an investigation into these is being carried out by the coun- cils standards committee. ALDERMASTONS Atomic Weapons Establishment (AWE) has donated 200 to Shopmobility Basingstoke, as part of its ongoing sup- port for the charity. Shopmobility campaigns for increased access to the town centre for residents with mobility challenges. The charitys main focus is the provision of electrical or manual wheelchairs for hire, and in 2003 it received a donation of 1,200 from AWE to buy a new scooter. This latest donation is to AWE donation keeps scooter users mobile help with the upkeep of that scooter. Shopmobility manager Ann Blackmore said: In this time of recession when many companies are unable to afford sponsorship, it is good to have continued sup- port from AWE to maintain the vehicle. AWE plc operates the Atomic Weapons Establishment on behalf of the Ministry of Defence and has recently been targeted by nuclear disarmament protesters. And some councillors had launched a campaign against him becoming mayor. The post is normally given to the most senior member of the council but a lack of support for Cllr Heath becoming mayor from Tory group leader Mark Ruffell resulted in a vote being called on his suitability for the role. The opposition Labour group claimed the vote would go against the constitution that the position of mayor should go to the most senior member of the council and walked out of the council chamber. However, the councils legal team ruled that the vote was not in breach of the rules and it went ahead, with 29 councillors voting against Cllr Heath and 15 for, with three abstaining. Cllr Heath claims the office of mayor has now been destroyed and can never again be an a- political appointment. It is astonishingly appalling, he told the Observer. How can you have a constitu- tion that can be interpreted dif- ferently by two sets of people? It is supposed to be an impar- tial role but from now on we will have a political mayor. This should not be about me this should be about the position of mayor as the figurehead of the borough. I am still the same person Council leader Andrew Finney that was approved as deputy mayor last year. I havent changed but what has happened is a vengeful, spiteful act of ret- ribution because I will not be a council spin doctor. I would be a mayor for the borough. By interpreting the constitu- tion to serve their means, they have destroyed the office of mayor and democracy. There is no procedure within the constitution for a negative response to the role of mayor. Labour leader Laura James Labour leader Laura James said: What a horrid, sordid affair. This is the real face of the local Conservatives still the MP welcomes superfast broadband plan NORTH east Hampshire Tory MP James Arbuthnot has welcomed his partys plans to deliver superfast broadband across his con- stituency within seven years. Parts of Basingstoke currently have the capability to run broad- band at speeds of up to 100 Mbps. But James wants to see this spread across the area by 2017 . He said: I welcome plans to allow north east Hampshires homes and businesses access to the most up-to-date technology.
