Many residents have struggled to clear their roads and drive- ways after the big freeze and the lack of grit bins has been cited as a major reason for the disrup- tion. And the Labour group on Tory- controlled Basingstoke council claimed this week that it had called for more grit bins after the heavy snowfall in February last year but the request fell on deaf ears. At last Februarys meeting of YOUD BIN WARNED! REPORT by Simon Moss the full council, Cllr Andy McCormick raised the issue but was rebuffed by then cabinet member Horace Mitchell, who said: Its a ridiculous thing to bring to this council stop wast- ing our time. But having been caught out by the weather again this year, Cllr McCormick slammed the admin- istration for reacting too late and called for changes. He said: I am calling for a full review of the councils prepared- ness and plans for such bad weather. It is such a disgrace that the Tory council ridiculed the suggestion after the last snow storm in February. Residents have a right to be angry that the borough and county councils did nothing after February. Any action now is too late this time round. We have had three full-blown snow storms, in February and December 2009 and this January, that have caused residents and businesses real anguish. The two Tory councils have a lot to answer for. Hampshire County Council has now pledged to look at tripling the number of salt bins in the county, at a cost of 800,000. Basingstoke council is respon- sible for residential streets along with Hampshire County Council, housing associations and private landowners. Borough Labour group leader Cllr Laura James said: People are really struggling. What are you meant to do if the pavements are as bad as they are, its just not safe. Children cant go to school, causing real childcare pressures for parents. Shops cant get stock, people are trapped in their homes and it is a really serious situation. The ice and cold temperatures are a real concern for vulnerable resi- dents. But Cllr Horace Mitchell told the Observer: Raising these issues at full council gets nothing done and Labour knows that it is all a load of hot air and political noise. The way to get things done is to do the work in committees. That is the normal process and it works very well in Basingstoke and Deane. It is all too easy to attack the administration but we have to look at this when the dust has settled. County council leader Ken Thornber said: We cannot sit back and regard this as a once in a 30-year occurrence and I want us to look at the possibility of having multiple sources of salt in the future. So far, we have spent over 1m on salting and gritting the roads and we also want to look at the possibility of small shops and businesses being given access to salt at the beginning of winter to help them out in extreme condi- tions as well. I am asking officers to explore and report back to cabinet.
