Thursday October 1st - Wednesday October 7th, 2009 11 Waste firm employee turned flytipper A WOMAN who worked for a waste management com- pany has been fined for dumping rubbish in the Oxfordshire countryside. Victoria Pengelley-Loraine, 36, of The Mead, Great Shefford, Hungerford, dumped five builders bags of construction waste, dou- ble-glazed window units and door frames, mattresses, and cardboard boxes at Ridgeway, Hackpen Hill, near Childrey. She pleaded guilty at Didcot Magistrates Court on Monday last week to two counts of failing to deal prop- erly with controlled waste. She was fined 130 and ordered to pay 115 costs. The court heard Pengelley- Loraine had a private agree- ment with a householder in Hungerford to collect and dispose bulky waste, but that she had dumped it after a personal issue prevented her taking it to a recycling site. Environment warden Colin Marshall said: "While we appreciate circumstances sometimes make life difficult for people, there is really no excuse for dumping rubbish, which not only blights the landscape but also costs sig- nificant time and money to clear up." Keith Tilbury, 57, almost died when firearms instructor PC David Micklethwaite , 52, acci- dentally shot him with a .44 Magnum revolver during a train- ing session in 2007. Southwark Crown Court in London heard last week that the shot left Mr Tilbury with severe injuries and he had been unable to return to work since. The bullet used by PC David Micklethwaite, who had previ- ously failed a firearms instruc- Kidlington. He received serious damage to his lungs, kidneys and bowel. Thames Valley Police was fined 40,000 for breaching health and safety laws, while PC Micklethwaite was fined 8,000 and ordered to pay 8,000 in costs. The force was also ordered to pay 25,000 in costs. A decision will now be taken on whether PC Micklethwaite should face internal disciplinary proceedings following his con- duct on the day of the shooting. Thames Valley Deputy Chief Constable Francis Habgood said: This case has personally affected several people, none more so than Keith Tilbury and his family. The chief constable offered her apology to Keith and his family as soon as this happened and PC Micklethwaite apolo- gised at court last week. I want to reiterate the apology from Thames Valley Police to Keith. I agree with His Honourable Judge Loraine-Smith, who said that this has been an embar- rassing episode for Thames Valley Police but can reassure everybody that we have changed our procedures and were recently described as a model force on firearms training issues by an independent review.
