We recognise that wind energy may have a role to play in a low-car- bon future but CPRE has many concerns about the impact of wind turbines, especially the impact of large on-shore tur- bines on sensitive environ- ments. The CPRE argues that it would be madness to promote wind turbines willy-nilly all over the British countryside and we are in real danger of that hap- pening in a desperate rush to seek low-carbon solutions. We must not sacrifice the land- scape to save the environ- ment. If a single 2.5MW turbine was constructed on the site, it would be expected to generate 5.5Gwh of green energy per year. If the scheme gets the green light, the electricity could be used to power local businesses, reduc- ing CO2 production by 2,350 tonnes per year. In a statement released on August 19, Cllr John Tanner, board member for a cleaner, greener Oxford, said: Wind tur- bines are a beautiful way of helping to tackle climate change with renewable energy. At this stage, we want to put up a test mast to see if the wind power is really there as we believe it is. Wind turbines are quiet, graceful and not a threat to wildlife. Compared to ugly electricity pylons, wind turbines are a huge improvement for Oxford s environment. The real threat to our countryside locally is not wind turbines but climate change. But Dr Whall said the council should be careful before rush- ing into any agreement to build the turbine. The Horspath location is on the edge of the city, very close to a number of environmentally important sites, including the Oxford green belt and two sites of special scientific interest, and at 130 metres high the develop- ment could affect people over a wide area, she argued. The CPRE contends that, if renewable energy strategies are to command public support, the planning process must address all these matters and give due weight to negative effects on the local environment and the local community. With our cherished country- side at stake, we should pro- ceed with great caution on this important issue. A COWLEY allotment sprang to life on Saturday when more than 3,000 people attended the 18th Elder Stubbs Festival. Held under clear skies to raise awareness of mental health issues, around 30 stallholders set out their wares as crowds thronged the hidden enclave in south Oxford to admire the fruits from the soil, laid out in carefully cultivated allotments and view the many displays. Visitors enjoyed a range of attractions that included rock stars, live workshops, children s fairground rides, vegetable shows, food stalls, sculptures and animal displays. The festival was organised by Oxfordshire-based mental health charity Restore, which aims to provide training and support for people with mental health issues and prepare them REPORT by David Sarjent to re-enter the workplace. Elder Stubbs Garden Group team leader Jed Dale helped co-ordinate the event. He said: Firstly, we have the opportunity to bring lots of members of the local commu- nity together and have a cele- bration. Secondly, it s about raising the awareness of mental health issues and giving people the opportunity to see what we do here working on the site. And thirdly, we raised 5,000 for the charities. Rock legend Huw Lloyd- Langton from Hawkwind, a reg- ular and staunch supporter of the festival, attracted a large crowd of appreciative fans. He said: This is the 12th year I ve come here. It s always a highly enjoyable event a com- plete and utter mix of different nationalities, people and ages. It s a really nice festival. Restore chief executive Benedict Leigh works with around 600 local people a year, many of whom are referred by doctors and psychiatrists. He told the Journal that Restore had helped more than 15 per cent of service users back to work in 2008. He said: The festival cele- brates the achievements, strengths and recovery of peo- ple with mental health prob- lems. It s a showcase of creativity, art and recovery and shows and engages the community in the strength and skills of the people who come here.
